, there are many circumstances that can leave people vulnerable to various forms of violence. For example physical or cognitive disabilities, unemployment, economic dependancy or mental illness can increase the risk of being subjected to negative social control, sexual violence, domestic violence or other types of abuse. As the context and problem can vary largely from case to case, there are many different possibilities to consider when offering the person help. The public system is complex with many different stakeholders, and it can be challenging for the public servant to know how to best assist the person. To train staff for such varying situations, requires quantitative training. That is quite a challenge, as it involves people in vulnerable situations.

Providing adequate, quantitative training for social welfare staff

Violence against vulnerable adults in different shapes and forms has a has a significant negative impact on society, with far-reaching consequences related to the Norwegian public health and welfare system, unemployment rates and economy.

As a way of approaching the lack of training opportunities for both staff and students, we explored the possibility of using artificial intelligence to generate fictional cases for practise purposes. With the help of 

 gathered from the TryggEst team and existing data, we designed prompts to generate an infinite number of new case stories that represent realistic situations of people experience different types of violence. 

User insights

By using generative AI (Chat GPT in this case), real data and mindfully crafted prompts, we designed and programmed the app 

. As output, it gives us ready to go descriptions of cases that can be used for situation-based professional training.
In addition, we have also developed a template for reflection exercises for the cases. Advanced algorithms select and generate questions for reflection for each case, as part of the learning experience.


AI assisted app for infinate case generation

By exploring the potential of using artificial intelligence in training social welfare professionals, we have enabled extensive and quantitative training through this digital tool. In the long-term, this has potential to contribute to better quality services for those who seek help at Bufdir, suffering from different forms of violence.


Moreover, through this project we have opened up for the possibility of using artificial intelligence in other public services, by showing that using doesn’t necessarily be that complex, but can give great benefits to both end-users and public servants. In the long-term, the case generator can hopefully be used also for training of other relevant professional in other directorates, such as the police police force, healthcare staff and so on.

A high-quality, scalable and future-oriented approach

Since generative AI is under a constant and rapid development, new versions of gpt is expected. To cater for quick and easy updates of the app, we have ensured that the platform is easy to scale and adapt. This also makes it easy to add new user groups in the future, such as other directorates in addition to Bufdir
